Who we are
Buganda Land Board was established to manage that part of estate returned to the Kabaka of Buganda under the Traditional Rulers Restitution of Assets and Properties Act. CAP 247 Laws of Uganda. A 350sq mile estate together with the other properties returned to the Kabaka was handed over to Buganda Land Board. Buganda Land Board therefore manages this land by way of encouraging residents to regularize their tenancy under the existing land laws of Uganda.

LEASE COMMITTEE TERMS OF REFERENCE
Introduction
The Lease committee operates as the technical and primary committee of the board. It is responsible for receiving lease applications and considering their authenticity. The board committee is responsible for ensuring that lease guidelines are adhered to. The committee has the following duties;
- Developing a clear, reliable and effective lease policy.
- Developing guidelines and procedures for the acquisition of leases.
- To cause surveys, plans, maps, drawings with regard to the land controlled by the board.
- To make the necessary assessments on Kabaks’s land such as premiums, rent and any other issues payable in respect to land.
- Ensuring adherence to the various lease processes.
- Establishing a quicker and effective ways of lease application
- Forwarding to the board the various lease applicants for consideration.
- Ensuring proper value for the land being leased out.
PLANNING AND DEVELOPMENT COMMITTEE TERMS OF REFERENCE
Introduction
It is important for the board to focus on the planning and development activities of the board. The planning and development committee looks at the land and buildings or any other structure available and devise ways of maximumlly utilizing them with a view to raise more income external to the normal land leasing. The same committee considers the various investment opportunities available. The same committee works out a mechanism through which they can attract investments. The committee has the following duties;
- Developing the Planning and Development policy of Buganda Land Board
- Identifying possible land available for possible development
- Developing plans and sketches for the anticipated investments
- Coming up with clear guidelines which can be followed for companies to carry out development on Kabaka’s land
- Planning for the development of this land
- Possible redevelopment plans of the existing areas
FINANCE AND ADMINISTRATION COMMITTEE TERMS OF REFERENCE
Introduction
The Finance and Administration Committee is responsible for the finance and administrative issues of the board. The same committee is responsible for the personnel issues. It is charged with a task of ensuring that BLB recovers all the money owed. The committee has the following duties;
- Putting in place effective financial procedures.
- Ensuring that the board works profitably.
- To receive and consider from management annual budgets, periodic reports and audits for onward transmission to the board.
- Developing and instituting clear personnel policies i.e Terms of Conditions of Service.
- Enforcing the various human resources management policies in place.
- Participate in the senior staff recruitment process.
- Together with management to identify and recommend to the Board firms to undertake both internal and external auditing of the Buganda Land Board
- Instituting a clear and reliable channel through which staffs complaints/and or issues can be channeled and addressed.
PROPERTY MANAGEMENT COMMITTEE TERMS OF REFERENCE
Duties
- To ensure that Buganda buildings are properly managed in terms of occupancy, maintenance and payment of rent
- To ensure that all buildings are allocated or let out to the right tenants
- To set out terms and conditions of tenancy
ADVISORY ON SELLING/BUYING AND/OR LEASING PRIVATE MAILO LAND COMMITTEE
TERMS OF REFERENCE
Introduction
Ssabasajja Kabaka in his wisdom directed the setting up of a department to address the rampant selling of land from his subjects. There was concern that people are indiscriminately selling land at almost giveaway prices and in future Kabaka’s people may become destitute on their land. The same committee is charged with a responsibility of developing a land fund which can be used to secure the land being sold out on private mailo. It is meant to operate profitably not as a social service though to some degree its roles is supposed to appear or take on a social outlook.
It has the following duties;
- To advise on the retention of land by Kabak’s subjects.
- To come up with appropriate ways and mechanisms thorugh which people can profitably benefit form their land to avoid selling it cheaply.
- To establish a fund or machinery of advising and assisting the people of Buganda who may wish to buy, sell, lease, develop, or mortgage or otherwise deal with their privately owned land with a view to getting maximum benefit.
- To link people with organizations or companies which can sustainably yet profitably utilize their land.
- To institute a mechanism through which Buganda Land Board can acquire more land to add on the 350sq miles existing.
- To oversee the operations and staff performance of the workers in the Land Advisory section.
- To participate in the buying and selling of land in the best interest of the board.
- To assist people who may have mortgaged their land by way of loans or otherwise to recover their properties.
I NFORMATON, PULICITY & PUBLIC RELATIONS COMMITTEE TERMS OF REFERENCE
- Develop an Information & Management Policy.
- Overseeing the development and implementation of the Management Information System.
- Periodically reviewing the performance of the IT.
- Making a follow up on the acquisition of the MIS tools:-
- Proper LAN within – Buganda Land Board.
- Internet Connection.
- Website Development and frequent update.
- Invertor or generator.
- Publicizing the MIS products to – Buganda Land Board Customers.
